Can anyone offer information on getting married in Italy?

My husband and I would like to have a symbolic ceremony in either Rome or Venice. The quotes from the wedding planners we have received are very expensive. It's just the two of us, we need a photographer, a private location for ceremony, and flowers. We have been quoted between 2500 - 3000 euro it seems very pricey.
